While California suffers in the housing crisis, the economy of nearby Washington state is flourishing with strong job growth and some of the highest appreciation in home prices in the nation.

The outlook for Washington's economy is bright because so many people are moving there in response to help-wanted advertisements. Seattle, the state's biggest city, is an especially hot job market, boosting confidence of sustained growth.

Microsoft co-founder Paul Allen's Vulcan Inc., for instance, sees few obstacles to turning Seattle's South Lake Union area into a thriving residential neighborhood, given Washington state's economic strength.

Lori Mason Curran, market research manager at Vulcan Real Estate, expects 135,000 people will move into the Seattle market over the next five years, propelling demand for housing that Vulcan's property unit is building in South Lake Union.

Vulcan Real Estate's foray into building office property in the industrial and warehouse area "on spec," or without guarantees of leases, will also pay off because of healthy population and job growth, she predicts. "Seattle is really, really strong on both fronts," she told Reuters during a telephone interview on Tuesday.

Brisk hiring, especially by manufacturers, builders and software companies, is propelling that growth, said Victor Moore, the state's budget director.
"It's the high-paying industries ... There's been a steady demand from employers," Moore said.
Their growth is helping Washington, unlike California and some other states, put aside concerns about a housing slump, at least for the near term, added state Treasurer Michael Murphy.
"With employment really strong, there is less likelihood of having defaults on mortgages," he said, noting Washington's housing sector is avoiding contagion from mortgage market turmoil arising from "subprime" borrowers unable to make their loan payments.

In contrast, the foreclosure rate in nearby California, whose motto is the Golden State, surged to the second highest in the nation in August, according to a report released on Tuesday by RealtyTrac, a leading real estate data provider.

U.S. residential construction fell to a 12-year low in August, according to a government report showing a 2.6 percent drop in housing starts. The data was released on Wednesday before Wall Street's opening bell. In the Northeast, housing starts slid 37.7 percent in August, while in the West, housing starts fell 18.4 percent, the Commerce Department said.

STRENGTH ACROSS THE STATE
While growing payrolls keep Washington's housing market intact, they are also swelling state coffers.

ChangMook Sohn, chief economist for Washington's Economic and Revenue Forecast Council, projects $281.5 million more than initially expected for the state's 2005-2007 and 2007-2009 budget periods -- raising the state surplus to more than $1.5 billion -- thanks to continued strength in housing from strong payroll growth across the state.

"This is the third year of achieving about 3 percent job increases," Sohn said, adding that Seattle-area payrolls are growing at a torrid annual rate of 3.8 percent.

Major area employers such as Boeing Co. and Microsoft Corp. are expanding payrolls, as well as companies involved in international trade, as exports gain momentum on the dollar's weakness.
"Everyone expects more containers to come," said Port of Seattle spokesman David Schaefer, noting port officials are putting together plans to double the number of shipping containers the port handles from about 2 million annually.

With demand and prices for agricultural products up, farm-rich eastern Washington is also fueling the state's good times.

"In the Spokane and Pullman areas, economists are saying they're seeing glory days," Sohn said.
HOT TIMES ON THE HOME FRONT
Washington's varied strengths make the Puget Sound region centered on Seattle a top market for Costco Wholesale Corp. and an obvious region for expansion, said Jim Sinegal, the company's president and chief executive.

The Issaquah, Washington, warehouse club operator plans to open another store in the Puget Sound market this fall and has four more "on the charts" for the region because of its growth prospects and confident consumers, Sinegal said.

"Full employment and good wages make it desirable to have a 50-inch (television) set," Sinegal said.

Washington's broad economic strength is underscored by housing markets across the state, said Keitaro Matsuda, an economist with Union Bank of California. He noted that Wenatchee, Washington, notched the nation's best annual home-price appreciation in the second quarter among local markets -- up 23.5 percent -- and four other Washington markets, including Seattle and Spokane, made the top 20 list.

"When you look at its numbers, there aren't too many things that are going wrong with Washington's economy," Matsuda said.

Fitch Ratings revised the state's rating outlook to "positive" from "stable" on September 4, citing its robust economy and resilient housing market -- a contrast to California, whose economy is slowing amid tumbling home sales.

"They don't have the real estate issues California has," said Richard Raphael, a Fitch executive managing director.

Applying For A Loan In Snohomish County WA

You may feel like you are drowning in paperwork when you head to your lender’s office to apply for your next home loan. This is thanks in part to tightening credit standards that are causing lenders to require more proof than ever of borrowers’ income and expenses. To make the process somewhat less daunting, I’ve put together a list of items you may be required to bring along when are ready begin the loan application process: (please note, all lenders are different and may require more or less paperwork!)

Employment/Income
- Addresses of employers for two full years
- Gross monthly income, proven by last two pay stubs
- W-2’s, if available
- Proof of pensions, retirement, disability, or Social Security
- Proof of income from rentals, investments, etc.
- Proof of child support or alimony paid/received
- Self-employed: two years 1040 tax returns and current year profit and loss statement

Creditors
- Each creditor’s name, type of account, and account numbers
- Monthly payments and approximate balances
- Amount of child care expenses and other fixed monthly expenses

Banking
- Names of checking & savings institutions, along with account numbers and current balances
- Last two months bank and savings statements

Miscellaneous
- List of assets in stocks, bonds, land
- Life insurance cash value
- Social Security numbers for all parties
- Veterans: Certificate of Eligibility & DD-214 or Statement of Service
- Divorce Decree and/or Separation Agreement if applicable
- Child support documentation if applicable
- Bankruptcy papers if applicable

This may seem like a lot of personal information to have to provide just to apply for a home loan. But imagine if you were about to lend hundreds of thousands of dollars to somebody – you’d probably want a pretty good idea of that person’s ability to pay you back!

Snohomish County Real Estate Update

If you’ve turned on the news or read a newspaper lately, you have certainly heard all of the buzz around the national housing market crisis. Some news media is even referring to it as “Mortgage Meltdown 2007.” In the wake of recent changes in interest rates and credit standards, Realty Trac (an online marketer of foreclosure properties) has announced that the recent influx of foreclosure filings showed now signs of easing as of July 2007.

Foreclosure filings in July 2007 showed a 9 percent rise over those filed in June 2006 and a startling 93 percent increase compared with July 2006.

Reardon Signs Critical Environmental Protections Into Law

I was honored to represent the Snohomish County Camano Association of Realtors last Wednesday as Snohomish County Executive Aaron Reardon signed new regulations into law that will help protect the County’s environment (I am behind Executive Reardon with other members of the County staff and community stakeholders).
The adoption of Snohomish County’s Critical Areas Regulations represents over three years of dedicated work, compromise and commitment to improve protections for the most sensitive areas of the county’s environment.

Environmental protections improved in the updated critical areas regulations include:

• strengthening provisions regulating clearing;
• adding lakes, marine shorelines, state sensitive listed species and species of local importance to our list of protected areas;
• increased buffers;
• limitations on impervious surface and clearing adjacent to water bodies containing critical habitat;
• improved protection of habitat containing anadromous fish;
• provisions for habitat corridors to connect wetlands with high value for habitat to other critical areas.

Snohomish County WA Interest Rate Update


The Real Estate Journal (a subsidiary of the Wall Street Journal Online), reported this week that tightening standards in lending may worsen the housing slump being felt in much of the country.

In the wake of the recent controversy surrounding the sub-prime lending market, more lenders in Washington are being forced to raise interest rates and stick with loans that are considered less risky than mortgages that were being offered previously. It is no longer those with the weakest credit records who are feeling the sting of the tightening standards when it comes to credit, documented income, and down payment ability.

Market Trends Report For Snohomish County, WA – July 2007

Home prices are expected to recover in 2008 with existing-home sales picking up late this year and new-home sales rising early next year, according to the latest forecast by the National Association of Realtors®.

Lawrence Yun, NAR senior economist, said a good buyers’ market has evolved. “Buyers now have an overwhelming advantage given the wide selection of homes available in many markets,” he said. “But with profit margins coming under pressure, homebuilders will limit new construction well into 2008. This should help the overall inventory level to move steadily into a more balanced state.”

Active listings in King County increased in June 2007 by 4,271 homes or 45% compared to the same time period in 2006. Although there are more homes being sold, there is also a marked increase in inventory causing the average market time in June to increase to 46 days vs. 36 days in 2006.

King County continued to experience rising prices, with the average sales price 11% higher in 2007 than 2006, bringing the average sales price to $507,969.

On the other hand, Snohomish County had a 12 percent decrease in sales - 191 more homes were sold in June of 2006 than of 2007.

Despite the sluggish sales, the number of active listings increased by 62 percent in June and market times increased 31 percent or 18 days. The average sales price increased by 9 percent compared to June 2006, increasing to $394,710.

Year to date, sales declined 15 percent, and the average sales price increased 11 percent.

June statistics show it is a great time to buy a home. Buyers have more homes to choose from, making sellers negotiable. But, buyers also need to keep in mind that buying a home is a long-term investment and can't expect to see the double digit annual appreciation of a few years.

WA Homeowners Insurance & Fire Stations

So what does the location of my Washington home have to do with the fire station?

Most insurance companies will ask the proximity of your home to the nearest fire station or fire hydrant. The closer together they are the cheaper the insurance.

The theory behind this is, if there were to be a fire, the closer the house is to the fire station, the faster the response time and the less damage done to the house.

Often, your insurance agent will ask you how far the house is from the fire station and if you are like most new home buyers, you don't have any idea. This link shows the name and address of all Washington fire departments. After locating the fire department for your town, you can map the distance from your house to the fire station.

Tips to Make Your Snohomish County Home Sell Faster

The current buyers market in Snohomish County has caused buyers to be pickier and more demanding in the quality of the home they buy. Sellers need to have their home in tip-top condition to attract ready, willing, and able buyers. Below are some tips to help you prepare your home for sale and insure a timely closing.

1. Curb appeal is everything.

Buyers won't even look at the inside of a home, if they outside is not appealing. Keep the grass and beds neat and trim. Plant flowers for color. Freshen up any faded or peeling paint, especially the front door. Keep the yard and drive free of clutter and debris. A well cared for exterior usually means a well cared for interior.

2. Neutralize and de-clutter.

It is difficult for buyers to visualize themselves in a space when they are looking at someone elses family photos and heirlooms. Pack away all those family pictures and excess knickknacks. Paint the walls a neutral color, such as white or off-white. This makes the rooms appear larger and avoids objections to personal color choices.

3. If its broke, fix it.

Buyers see the value in a home that doesn't need repairs. The little things make a difference. Now is the time to complete the "Honey Do" list you have been putting off. You wouldn't try to sell a car that is broken. Don't sell a home that is broken either.

4. Focus on the kitchens and baths.

The kitchen and baths are the most important rooms in the house. When prioritizing your repair list, start with these rooms. You can't go wrong with an updated kitchen or bath. Even something as minor as new fixtures can make a world of difference.

5. Provide a Home Warranty.

If buyers are debating between two homes they like equally as well, they will go for the one with the Home Warranty most of the time. A Home Warranty costs between $300 and $400 and may be all it takes to tip the scales in your direction. If you take out the warranty when you list the house for sale, repairs that crop up during the listing period will also be covered.

WA Housing Opportunities Legislation Passed

Gov. Gregoire signed HB 1025 awarding $71 million in infrastructure loans to 19 communities across Washington. Public Works Trust Fund helps local governments finance critical public works projects, such as bridges, roads and sewers.

REALTORS® made HB 1025 a priority as it helps supply the needed framework for building better communities. The funds will support infrastructure projects in the cities of Airway Heights, Blaine, Bremerton, Mattawa, Port Angeles, Snohomish, Toppenish, Walla Walla, Yakima and the town of Friday Harbor; Chelan and Cowlitz County; Cross Valley, East Wenatchee and Grays Harbor County Water Districts and the Lake Stevens Sewer District.

This measure will help increase home choices available to meet demand. We are also working on amendments for other legislation moving through the process that will incorporate concepts embodied in our jobs/housing balance and performance measures legislation to ensure counties plan for enough homes within the regional housing market sufficient for the increase of jobs, and adopt performance measures to find out whether we are meeting the needs of growing communities.

Foreclosures Increase 25 Percent

RealtyTrac reported last week that the number of homes entering the foreclosure process increased by 25% compared to January 2006. A total of 1.2 million homes entered the foreclosure process in 2006, 42% more than 2005.

These are staggering numbers and are due mostly to borrowers taking out adjustable rate mortgages with low teaser rates and then not being able to afford the payments when the rates increase.

Do you own a home in King or Snohomish County and are facing a possible foreclosure? Often, there are options that can avoid foreclosure or minimize the damage. Your home may have appreciated enough to be able to sell and get out from under the debt. Your mortgage company may be willing to participate in a short-sale, or there may be a refinancing option that will lower your payments.

Banks and mortgage companies don't want to foreclose. Foreclosure is an expensive process and lenders are not in the business of owning real estate. Free Credit Report for Snohomish County Home Buyers

One of the first steps in buying Snohomish County real estate is to get your finances in order. This includes taking a look at your credit report to determine its accuracy. It is not uncommon for there to be mistakes. Your report may show an account that is actually the account of a family member with a similar name, or, an unrelated person with a similar name.

Under the Fair and Accurate Credit Transactions Act, every American is entitled to a free annual report from all three major credit bureaus–Equifax, Experian, and TransUnion–available at www.annualcreditreport.com.

Data may differ among the bureaus, so you will want to contact all three to evaluate their records. If you're uneasy about submitting your Social Security number online, you can write to Annual Credit Report Request Service, PO Box 105281, Atlanta, GA 30348-5281 or call (877) 322-8228.

Washington Housing Market Expected to Rise in 2007

"After bottoming in the fourth quarter of 2006, existing-home sales are expected to rise through 2007 and into 2008, while new home sales should turnaround by summer, according to the latest forecast by the National Association of Realtors." Our local real estate markets in King and Snohomish counties fall in line with the latest NAR forecast.

Active listings in King County increased by 1,330 homes or 24 percent compared to the same time period in 2005. Year end figures show a 34 percent decrease in home sales compared to 2005 figures. Whereas, sales in December decreased by only 18 percent, indicating the worst is over and the market is improving.

The average market time in December increased by 31 percent from December 2005, while year-end market times increased only 5 percent.

Even though the number of sales were off in 2006 compared to 2005, King County experienced double digit apprecation. The average sales price was 13 percent higher in 2006 than 2005 with an averages sales price of $462,562.




Snohomish County statistics look very similar to King County. The number of active listings increased by 34 percent from December a year ago. December sales decreased by 206 homes or 15 percent, but year end sales decreased by only 5 percent.

December market times increasing 29 percent or 14 days, while year end statistics show an increase of only 2 days or 5 percent.

The average sales prices in 2006 increased by 15 percent compared 2005, increasing to $378,284.

Washington Ranks 4 In 'K-12 Achievement'

The Education Week Quality Counts survey ranks Washington's public school education 4Th for 'K-12 Achievement' with a score of 14. Scores ranged from a high of 22 for Virginia to a low of -23 for New Mexico.

The survey also ranks each state in a 'Chance for Success' category. Washington came in 22 with a score of 6. Top ranked Virginia scored 22 and bottom ranked New Mexico scored -22.

The quality of our schools effects Snohomish County real estate values, so our #4 ranking is good news for all home owners. I applaud all Washington teachers and students for their achievements!

CNNMoney.com Reports Unexpected Rise Of New Home Sales

CNNMoney.com reports an unexpected rise in new home sales in November. While sales are down 15.3 percent from the boom of 2005, November sales reflect a 7 percent increase over the this year's low in July.
